Q: Can these be cut to individual packs?

Yes. I have cut them into smaller sections to use for a cold pack or lunch box. Great product! Have used for several years.

Q: For how long can we count on these frozen "blankets" to remain frozen in a picnic cooler. How to wrap them to extend their remaing frozen?

I never use them as you are describing, however, wrapped in a tea towel, they will last 4 - 5 hours when I lay on them as an ice pack for my back.

Q: Do you need to soak these in water before use like some of the other ice sheets selling online?

Great Question, No soaking water is needed. Just put in your freezer and it will work great.

Q: Can i use it on a fan to make room cooler

I'm.guessing you want to put it in front of the fan. I would think it would block the airflow and also it would thaw.within minutes.
